OnTimeProof server API

OnTimeProof API (here and later - just API) is a set of SOAP exposed functions, which can be used by external OnTimeProof components and also for third-party developers and vendors for making OnTimeProof compatible (integrated) components. API provides a various access to OnTimeProof functions from local or remote clients. API is fully conform SOAP specification and can be invoked by any platform that supports networking and XML documents handling.
